The Metro Manila Council (MMC) also saw that the NCAP is a “valuable tool in enforcing traffic rules and maintaining order on the roads.”
In line with this, the MMDA shared nine major Metro Manila roads where the NCAP is being implemented as of this writing. This includes the following roads:
- EDSA
- Quezon Avenue
- C5 Road
- Roxas Boulevard
- MIA Road
- Commonwealth Avenue
- Mindanao Avenue
- East Avenue
- Congressional Avenue
As mentioned, the NCAP has been facing issues due to the concerns raised by motorists and transport groups. This prompted the Land Transportation Office (LTO) to act on the concerns in regard to the NCAP.
The LTO has called for the suspension of the NCAP, asking all local government units (LGUs) that are implementing the said system to suspend and review the policy first.
The LTO wants to create uniform guidelines for the implementation of the NCAP. The agency has even formed a technical working group (TWG) to discuss possible proposals with the MMDA and LGUs to improve the NCAP.

ATTRACTIONS TO SEE IN MANILA
LTO chief assistant secretary Atty. Teofilo Guadiz III previously said that sitting down with the LGUs, and the MMDA is the key to coming up with fair guidelines for implementing the NCAP.

“We believe that the talks between the LTO, the LGUs, and the MMDA [are] the best way forward to once and for all come up with fair guidelines on the NCAP’s implementation. We hope that LGUs and its mayors will be more open to receive inputs as to how best the NCAP will be implemented,” said Guadiz.
